Hmmm... Just tried that and I get something similar if I leave full
screen and then go back to it. Here, the whole window seems to move down
about half a centimeter, obscuring part of the icon bar. Now *that*
looks like a bug to me.

If I change my screen's 1080 height to 1044, the icon bar becomes fully
visible again, but the top of the window is still a bit below where it
should be.

I usually go to full screen before the desktop appears. In that case the
window ends up correctly 'centered'.
