Indeed. That's what's supposed to happen in full-screen mode.

Do you mean the window's title bar stays visible in that case? That's
not full-screen mode.

Seems to work as expected. I have RPCEmu running on Debian (currently
bullseye, i.e. testing). I have two workspaces and RPCEmu runs full
screen on the second one. I can switch between workspaces using
Ctrl+Alt+ArrowLeft or ArrowRight or use Ctrl+F1 or Ctrl+F2.

That's with the Xfce4 desktop, by the way. I don't know if those key
combinations work on your Mint's desktop environment.
