I would guess you need to increase the BandLimit value:

<Boot$Dir>.Choices.Hardware.Disabled.Boot.PreDesk.Configure.!Run

Otherwise RISC OS will think it can't get the data out of the memory
quick enough, but that's irrelevant in an emulator so stick an extra
zero on the end!
