What I'm about to write is not much help, but just for info...
1) I have Win 7 Pro SP1 64 bit running this RPCEmu okay.
2) The version I'm using is 'TAP-Windows Provider V9' (Open VNP 2.1.3)
3) No problem connecting with RO 4.02, 4.39, 6.20 and 5.22
4) RPCEmu now using 0.8.12 on all RPCEmu installs. No connection problem
that relates to this thread.
One last thought, have you checked the Windows Firewall is set to allow
the RPCEmu-Recompiler.exe through.
