Yes. I also applied the commands to correct connection ; configured the ROS side ; and launched
 RPCEmu with network connection, and no alert.

Of course, ping does not work

I suspect many possibilities:
1/ problem with 64 bit OS
2/ problem with version of TAP
3/ problem with RISC OS 5.22
4/ problem with RPCEmu
5/ all of this :)

One idle thought...
 You have been to Win side Control panel-Network Connections and after
selecting both the "rpcemu" and original interface, done the Menu "Bridge
Connections" bit?
