Small but important correction.I made tests again. Interface is OK under RISC OS with right MAC address.

When pinging something, packets are sent, answer is received by the bridge but does not reach the TAP interface.

Nota: the same TAP module works with OpenVPN.

Perhaps I should try with an old version of TAP?

Of course, ping does not work

I suspect many possibilities:

1/ problem with 64 bit OS

2/ problem with version of TAP

3/ problem with RISC OS 5.22

4/ problem with RPCEmu

5/ all of this :)

One idle thought...
 You have been to Win side Control panel-Network Connections and after
selecting both the "rpcemu" and original interface, done the Menu "Bridge
Connections" bit?
