Maybe I should have said that the Softloader is not intended to be used
by RPCEmu.

In
https://www.riscosopen.org/wiki/documentation/show/RISC%20OS%20Upgrade
Steve Revill says that

This is a brief guide to the steps that you should probably go
through when upgrading from one version of RISC OS to the next. It
does not include instructions for system-specific issues ...

In this case, the system-specific issues are found in the RPCEmu User
Manual, where http://www.marutan.net/rpcemu/manual/romimage.html says
that

These files [ROM images] should then be copied to the machine running
RPCEmu and placed in the 'roms' directory.

and http://www.marutan.net/rpcemu/ro5.html notes

Unofficial IOMD ROM Build from Tom Walker. (Once these changes have
been merged into the ROOL tree, a ROM from ROOL will be usable
instead). The ROM Image file required is inside the archive with a
name dUI300-00 or similar. The rest of the softload application isn't
needed with RPCEmu.

It's clear, from the rpcemu links, that the ROM should be removed from
the softload and installed, on its own, in the 'roms' folder.
