Okay have now fixed. I had ufw firewall enabled on my Ubuntu system

I have now been able to configure TCPIP under RISC OS.    Now I am left with the problem that I can ping the tap0 addresses.  Ping the PC's IP address 192.168.1.2, but NOT my router 192.168.1.1
