Yes, but the Atari frontend is an On-Screen plotter, and so the caller
would have to take care of the visible region on screen when
calculating the
area which needs to be scrolled / redrawn.

On Atari platform this is no problem, the Objects used to display an
scrollbar can
also be drawn manually, anywhere.
