3.71 isn't Select, so the ROM isn't compressed to start with.
Select was the soft-loaded versions of RISC OS 4.mumble (4.2x or so onwards,
IIRC), which were a file on disc that was softloaded into RAM on boot. That
file was compressed, so you either need to load it into a machine and grab
the image from RAM, or decompress the file contents yourself.
That doesn't apply to the RISC OS 3 ROMs (or the 4.02 images sold by 3QD),
because they're not compressed. Uncompress is just telling you this!
