From a glance at the source it looks like RPCEmu only supports 16 bit sound.
I'm not sure if RISC OS 3.5 supports it. I think originally machines
shipped with 8 bit sound and upgrading to 16 bit sound required RISC OS 3.6.

Could you try with RISC OS 3.6?
