AIUI RPCEmu isn't intended to be a cycle accurate emulator. After all,
with so many different models of RiscPC cpu, what speed would it use?
However, if Chocks Away uses the video refresh for its timing, then
changing the RPCEmu refresh rate might help. Maybe try 25Hz?
