Actually this one seems to be because I have a local .profile which
exports PREFIX=$ws/inst and somehow the headers get installed to
/opt/netsurf but the binaries are configured and installed in inst/
instead...

The top Makefile uses conditional PREFIX ?= but on the other hand it
seems recipes/patches/mintlib/configvars.p forces /opt/netsurf/...

In any case it should either use the passed $PREFIX or override it
completely...

I'll drop my export and see if it works.
