The libSVGTiny handler only uses the path and text plotter functions.
Even rectangles would be rendered with the path plotter.
There does seem to be something odd happening with that image. On RISC OS
I get two small ellipses for eyes and a curved line for a mouth. With
nsgtk I get just a large black circle for the whole face.
Have you tried other images? Like the tiger:
