They are (libcairo2-dev in this case). I googled this error and found
several exact matches. In at least one of those cases the problem was
solved by installing libcairo2-dev (that does indeed contain
cairo-xlib.pc for pkgconfig). But that's native Linux so once a dev is
installed the .pc files are available.
In this setup, things need to be built before they show up in env, which
creates the circular dependency problem: building libcairo fails because
its dependency librsvg won't build because it needs something from
libgtk which won't build because it needs something from libcairo.
I tried a hack to break out of this circle by temporarily removing
libcairo's dependency on librsvg (edited depends and setvars) and that
seemed to work initially (no 'unrecognized options' - well, at least not
that one...), but the build then failed on something else:

No idea whether that's caused by my hack or not.
I figured I might as well try another hack and simply copied
cairo-xlib.pc from /usr/lib/i386-linux-gnu/pkgconfig to the pkgconfig
directory in ...gccsdk/env/lib. Building libgtk then seemed to go a
little further before it failed with a completely different error (see
the files in http://aconet.org/tmp/logs-3.tar.gz ).

I've got about half a dozen more failures out of 'build-libs -a' in the
