You should find 'diff' in the DiffUtils package on RiscPkg.
However, 'patch' isn't a part of this, it seems.

I made a new version of this package for DirSync's ARMv7 version. I
see there's a 'Patch' package as well, but I haven't touched that,
so it may well be an oldy.
