In my !NetSurf, in the file internal/css are the definitions:

a:link {
text-decoration: underline;
color: #00f; }

a:visited {
text-decoration: underline;
color: #60a; }

a:hover {
text-decoration: none; }

a:active {
text-decoration: underline;
color: #f00; }

Is that not what you want?
