Why not use the native Windows frontend?
The framebuffer frontend is totally unsuitable for use on systems that
have a full-featured window manager.

This builds the native Windows frontend, not the framebuffer.
If you really want to build the framebuffer frontend, then you want
"make TARGET=framebuffer".
