It's just a list of changes. The release announcement will say in plain
english what the main changes are from a user's point of view.
For example, the NetSurf 2.9 announcement:
"NetSurf 2.9 contains many improvements over the previous release.
The most significant changes are new multi-tasking behaviour,
optimised URL handling, fetcher optimisations, cache optimisations,
and faster CSS selection."
