I don't think NetSurf adding this hack to fix somebody else's bug is a
sustainable or appropriate fix. The bug is absolutely with the software
that is embeddeding a shared resource. If they used the !System merge
facility the OS has had for decades the problem would not occur.

This is the same with many modules, not just SocketWatch.
