I don't know if it make is closer to get RISC OS running with QEMU. Recent
versions (5.2) have DWCDriver support for Rpi 2 (armv7) emulation. So USB
network and keyboards work with Raspberry Pi OS.

There's also RISC OS Linux. The VFPSupport module isn't supported yet but
it is possible to get VFP compiled programs to run by modifying the
SharedUnixLibrary module not to call VFPSupport.
